One of the organizations that I work with ran into a situation where they had a registrant who purchased a ticket for their event and included a donation with their transaction. The registrant opted to cover processing fees. The registrant later requested a refund for their ticket but asked the organization to keep the donation portion and fee coverage of their transaction. Since the transaction was a Complete Cover transaction, the organization had no choice but issue a full refund and lost a donation.

With Complete Cover being the default fee coverage option and the form designers and product documentation not clearly stating that partial refunds are not supported with Complete Cover, I've heard of other organizations who were also financially impacted by Complete Cover due to this limitation. There really needs to be an option to perform a partial refund with Complete Cover transactions.

With Blackbaud pushing for customers to opt for Complete Cover over Donor Cover, I think it's important to consider that even if customers adopt Complete Cover, when they receive their first request to perform a partial refund on a Complete Cover transaction and realize they can only refund the fee coverage or the full transaction amount, they're likely going to switch to Donor Cover.
