Allow donors to cover processing fees for RE NXT donation forms

RENXT has a complete cover program which on one hand is great becasue we can save thousands of dollars but on the other hand nervous that donor will get turned off. I think giving an option for donors to cover our fees is commonly done and will not turn off donors.

    What shipped? When?
    It is still the same as of 6.28.2023 with a default of the Optin box being
    checked. I am confused.

    An additional request - As it currently stands, the default setting for Donor Cover is a checked box saying "Yes, I want to cover the fees". C'mon - it's called Donor Cover. Let the donor opt-in, not force them to opt-out! Let's be honest with our donors, please. Thanks
