Add automatic assigning of appeal to Donor Cover

Add automatic assigning of appeal to Donor Cover Fees in RENXT donation forms.

It would be helpful to be able to set an automatic appeal for the RENXT Donor Cover Fees on website donation forms, instead of having to do this manually from the gift management screen.
