Currently, if an RE-NXT donation form has Fee Coverage set to Complete Cover enabled and the gift amount is greater than the $3k maximum, the form defaults to Organization Pays.

The organization should not automatically eat the fees if a donor chooses to make a large gift with a credit card.

Ideally, the organization should be allowed to choose the default option for gifts over the maximum.

If the organization can't choose which is the default, then the default should be Donor Pays so the donor can choose to pay the fees or not.
