Enable Complete Cover for payment methods beyond 1-time credit card gifts (PayPal, Venmo, Apple Pay)

Currently, the Complete Cover pilot is only available for "one-time credit card donations and credit-card event registrations": https://kb.blackbaud.com/knowledgebase/articles/Article/198697#usecase

We receive a substantial number of gifts via other payment methods and will likely disable Complete Cover until those are added.

    I just disabled Complete Cover today because our donors have requested the option to give via PayPal and Venmo. It's too bad we have to choose.
