Allow Complete Cover for Reoccurring Donations

Right now, Complete Cover only covers one time donations, not reoccurring donations. Maybe constituents choosing a reoccurring donation also have the option to choose to cover the reoccurring processing fees.

      We've shipped a new feature to let donors making a recurring gift see and choose a Complete Cover giving option when a form is configured for the "Blackbaud pays" fee processing option. This means that whether or not your donor chooses to give a cover, the transaction fee for that recurring gift transaction (under $3K payment amount) will be covered by Blackbaud for the life of that gift.
