Link media from proposal record to main constituent view

In the database view, you can cross link media between the main constituent and a proposal record. In NXT, you must attach the media in both places if you want it to show up. It would be very useful to have a link between the two.

    We use a lot of attachments and having to load them in both versions is extremely inefficient.
