Paypal/Venmo with Complete/Donor Cover

Currently the option to pay with Paypal or Venmo is disabled if you use Complete or Donor Cover. Since Blackbaud is pushing the latter two options very hard, the option should exist for people to use Paypal/Venmo with them.
