Add PayPal as a payment option on forms with Complete Cover or donor cover enabled,
Why does this limitation exist? We don't want to choose between a form that provides donor cover vs allowing PayPal as a payment option

Optimized Form currently allows Paypal as a payment method with Complete and donor cover - we are extending this change to Standard Form in Q2. Stay tuned to the What's new for when this releases!
