Security Settings for Adding Relationships require adding constituents

Currently, if a user needs to add relationships, they have to have rights to add constituents.  This will be a problem once the capability to add records comes to NXT. I want most all of my users to be able to add relationships but I want almost none of my users to add constituents.

    This needs to be fixed.  It is a problem.

    I can't understand why Blackbaud would remove security levels from us, especially in adding constituents. I completely agree: I want almost all of my users to add relationships and almost none of them to add constituents. Please fix this, Blackbaud.
