I want an option to add a constituent code to an event registrant ONLY if a new constituent record is created. The only option is to add a constituent code to every registrant or no registrants. So, I have to choose between creating duplicate constituent codes on existing records or newly-created records having no constituent code (both of which create a data cleanup issues).
