Allow summary note to be deleted

We would like to be able to delete a summary note. Currently, once a note has been added there is no way to delete it and have it remain blank, it can only be replaced with new text.

    In all Notes.  Currently, you are required to add a Note to an Action when you mark it Complete.  I have no need for this much of the time, so I end up entering a Note in NXT of "." and then periodically go in via 7 and delete all Action Notes with just a period in them, to keep things as clean as possible.
