Allow non-admin users to mark a constituent as a fundraiser Merged

We have the option of allowing database view users to mark individuals as a solicitor/fundraiser. NXT users with this database view role cannot mark individuals as a fundraiser in NXT. This creates an extra barrier for our staff to use NXT and unnecessary busy work for admin users.
