I'm currently in a situation where a fundraiser in my office needs to be able to use, add, and edit attachment tags, but really shouldn't be an administrator.  There really needs to be a way to give others this capability.  Our compromise is that I will add the tags after the attachments have been loaded, but that's a lot of extra work for both of us.
