If Blackbaud is recommending that the best practice is to upload attachments in WebView instead of Database view, then the same restrictions should apply to Attachment Tags as they do to Media Types. Otherwise, if people can type whatever tag they wish, it corrupts the overall data health of the system. Tags should be restricted and managed by admins, just like Media Type tables are in the Database View.
