NXT will keep an address as the primary, even if it is inactive if it is the only address/all other addresses are inactive.

The address mapping tool from NXT Lists will pull inactive primary addresses, producing bad lists and potentially wasting quite a bit of resources on mailings.

This is a major bug which renders the address mapping tool worse than useless, and into actively detrimental.
