Restrict deletion of Prospect Status in Web View

Restrict deletion of Prospect Status in Web View and Database View to certain users only

Currently all users can delete current or previous Prospect Status in Web View. Ideally we could choose which Roles had access to deleting Prospect Status in Web View and Database View.
