Filter Requests No Email in NXT Gift Receipting

There needs to be a way to filter out people who are marked Requests No Email, or their email address is marked with the DNC flag. These people should be excluded from receiving an emailed receipt.

    This filter is also needed in all lists for use in creating email lists used outside of NXT.
