Primary emails marked 'Do not email' or 'Inactive'

Primary emails marked 'Do not email' or 'Inactive' should NOT show up in NXT gift receipting

In NXT Fundraising > Gift management > Gift receipting

Donor emails which are marked 'Primary' and yet, are also 'Inactive' or 'Do not email' still show up in these lists. These should NOT be showing up at all.
