Allow DBA to Kick Out All Users

When I need to run the UNPOST GIFTS UTILITY everyone has to be out of the database - including NXT Analytics. Allow me - a supervisor - to kick out all users for 5 minutes so I can run the utility.

    Ideally, this would be a "disconnect all non-supervisors" and allow you to freeze them out for a specified number of hours.

    This would be helpful especially for larger organizations with staff working various shifts.
