Deactivate the constituent code requirement when adding a new record in NXT

When promoting a relationship record in NXT to a full record NXT forces the user to select a constituent code from a prescribed drop down menu. This is not a feature in database view.

    You can make constituency code not required in Database view but not in web view. We have a default CC as a result that we don't need to be able to add a record in webview
