Add ability to send e-mails to non-constituents in NXT

The system hasn't got the ability to send e-mails to non-constituents. Currently, you need to export a list of non-constituents out of Raiser's Edge and e-mail them outside of NXT. It would be helpful to build into the system the ability to send e-mails to non-constituents.

    I think the reason they don't is because the law in many countries requires a consent tracking section, which we don't have on relationships. But instead of forcing us to create constituents for every person with an email, it would be nicer if the consent module would link to relationships too. So relationships could unsubscribe.

    YES, PLEASE!!! This is what is keeping us from moving our email communications from Blackbaud NetCommunity to NXT. (Nevermind that using imported lists in BBNC is a tedious, manual process.)

    Ability to send emails to non-constituents in Database view - for example wife of constituent.
