Since report builder is only useful with primary constituent code, allow me to establish which constituent code should be primary globally by allowing me to set the hierarchy of codes in the table, and having those update on constituent records accordingly. Either that, or allow a checkbox to choose which is primary in a global change. Needing to export and re-import the list for every constituent is absolute madness and not workable, and renders many reports useless.
