Making fields required for Actions, Proposals, Constituents. Merged

Rules that apply to data in the classic database view of Raiser's Edge need to be consistent in NXT as well. Data cleanup for the Database Admin after the fact lead to more work in the end. Plus, then users don't want to use NXT. There needs to be the same rules/controls as in database view of RE.

Allow customization of "required fields" in NXT so that rules in the database view can be mirrored in NXT Merged

We require the selection of a primary constituent code for each constitient added to the database, but one cannot choose required fields beyond the defaults in NXT.
