Allow customization of "required fields" in NXT so that rules in the database view can be mirrored in NXT Merged

We require the selection of a primary constituent code for each constitient added to the database, but one cannot choose required fields beyond the defaults in NXT.

    In our organisations we have a business rule that each constituent should have a constituency code. Database view does not allow you to save a record without, NXT does. This is creating so many issues with data integrity!

    Yes, yes, yes!  I have so many new constituent records coming in from NXT without required fields.  Serenity now!!!
