Don't require year to be included w/ birthdays

This goes for RE7 as well. Sometimes we only know the date, not the year, but we still want to track so we can send birthday cards, etc. Thx!

Looking to clarify: Today, from the Add Individual form, or from the Edit Personal Information form, I can add a MM/DD date into the Date of Birth field. Should I consider this resolved, or am I missing some other aspect of this request?

In the meantime: I have used/seen the year as "9999" or "1800" when the actual year is unknown. 9999 does not calculate an Age at all, and 1800 puts an Age of 216 or 217 this year, which is obviously incorrect.
