Customize Action Categories Merged

It would be helpful to be able to customize the categories for actions, especially now that due to the pandemic, DOs are having to accommodate virtual contacts with prospects and donors.

    I would love to have voicemail as a separate option from Phone, it would help us quickly see which donors answered and which didn't.

    Even txting really ought to be it's own category.
