REPORT BUILDER: Add the option of selecting a saved nxt "List" as a filter

Filters in report builder are limited, instead of adding in new options, allow us to select a pre-made and saved list of constiuents from NXT>

    This would be immensely helpful. Currently the filtering on insights has limited abilities, but lists are more robust.
