In RE NXT lists criteria, ad a filter for "Do not include" or "is blank" feature.

NXT list queries have to ba saved and opened in th edatbase view to add additional criterai for exclusions

Should be merged with "Filters for NXT Lists should include the option of NOT" and Include an "Exclude" filter on the NXT Lists.
