Phone types not showing in Webview if the phone type is configured with a format in database view

We ran into a case, where one of our worker needs to enter a US company's phone number through web view. When he type in the number, the web view auto-detected the number is a US based number, so the country switched to US. Then he went back to select phone type, only "Home" phone type is showing up in the drop down list. (We have 7 phone types in total)  All our BAs tried to trouble shooting this, then we found out that if the phone number is detected outside of Canada, then only one phone type will show up in the web view. This is not an issue in the database view. Therefore, we went back to database view configuration, we found out that all other phone type are set to a format #-###-###-#### x#### except Home type.  We removed the phone format, now all the types are properly showing in the web view, but then we will have a different problem, for people who work in the database view, they can enter any phone format that they want, for example they could enter (###)###-####, or ###-###-### or ######### depends on who is entering the number. We need to find a solution that we can do both, the phone types should all show in the web view regardless the country, and we also needs to be able to validate our data input.

    Please BB, let's get this right quickly....I cannot use the forms if I have to change my database settings that format my phone types where we do most of our data entry....as NXT is not ready to do everything, RE database view is where our foundation is....
