Add RSVP function to events that still allows donation. ie. The ability to say "No, I am not attending."

We have events for our top donors that are invitation only, There are a limited number of spaces and when a person RSVP's that s/he is not attending then we invite the next person on the list. Therefore, we would like to have a proper RSVP function where someone can respond "yes" or "no."

Related ideas
This idea needs to be merged with RENXT-I-2308.
After a significant discovery effort in late 2019 and early 2020, we have finalized designs and are starting work on expanding the current "Registration status" field to include RSVP responses, including:
Interested
Declined
Cancelled
Waitlisted
We will also be including some of these stats in the Participant tile for a quick view of who's coming and not coming to an event.
I will update this Idea when we ship in Summer 2020!
This is a must for our events and really need this functionality!
