Allow existing declarations to remain open when importing new declarations for Gift Aid

There a significant change in behaviour between Web View and Database View.

Web View appears to prevent prior declarations from remaining open when new ones are added. In Database View, conflicts typically only occur where both the indicator and pays tax values differ. However, in Web View as it attempts to close all previous declarations before importing the new one, exceptions occur whenever an existing declaration cannot be ended before the new (backdated) start date. EG if a new declarations start date is before a previous declarations made date.

This means we cannot add gift aid declarations via webview or via importomatic cloud and must keep using DBV and IOM in DBV

    We're the same in having to continue adding declarations via db view. We have two charity numbers for separate funds which often means constituents have active declarations for both. It's very important that they are both able to be active at the same time!
