Currently there are three options for constituent matching with constituent forms, but I think the "middle" category of only reviewing those without a match should be tweaked. While it currently appears to create a new address/phone/email, this can cause duplicate Home addresses or Cell numbers. I think users should be able to set what happens when there is a constituent match with new information, similar to the options you have if you select to review everything. So let's say the email provided matches the email exactly, great move on to address, and if that address does not match, then make the new address type Home and Primary, and mark the previous address with an end date and change the type to Previous (or whatever the user selects).
