We should be able to select which frequency options we want as the default. Currently, recurring options display in a fixed order (Weekly, Every Two Weeks, Every Four Weeks, Monthly), and the form does not support setting Monthly as the default when multiple frequencies are enabled. To have Monthly as the default, it must be the only recurring option selected on the form.
