The action summary reports are pivotal metric for our major gifts team on a monthly basis. I see it is not planned to be added to webview reports - I have dabbled with the other alternate reports and they are insufficient. Working with the action detail report is cumbersome and would literal involve me exporting the data and creating a pivot table. I also looked at dashboards and the numbers with the same criteria are inconsistent and thus not providing accurate counts. There is nothing worse for a fundraising team than to work with inaccurate/inconsistent data!
This report is part of our monthly metrics - looking at how many high priority actions each philantrhopy officer has. It is so much quicker and more convenient than using an action query or list to export and pivot.
Agreed. We use the summary report to track KPIs for each fundraiser's quarterly activity. The action detail report does not provide a total number of actions for each action type, which is necessary for tracking these performance indicators.
We use the summary report to keep track of moves management, especially for our campaign. Tabulating action categories based on action types allows us to tally proposals, solicitations, meetings, etc. without having to look at all action details. Things will become much more cumbersome without the ability summarize.

We use this report monthly to report on actions for the month and our KPI's quarterly.
