Allow us to make phone numbers required in Standard and Optimized NXT donation forms/Online Giving Merged

We should be able to make the phone number required when creating the standard or optimized NXT donation forms.

    When a donor makes a donation in NXT, the phone number should be required in case the organization accepting the donation needs to reach out to the donor.
