Users who bulk import actions through the database have no similar feature in NXT. Those with admin permissions should be able to add a new bulk action from a constituent list. This would allow persons to add completed actions, future actions (not marking them complete), and actions from the communications module (since you can create a list from recipients of the email after it is sent)
