This exists today. In the single gift add form, there is a banner at the top if there is an open pledge. In the batch experience, you will need to have the Pledges column added to the grid to see the notification alert on the column itself.
This seems pretty important to me, it's laborious to have to click through every time to find out if there's an outstanding pledge.
