approve donor address changes when submitting through nxt donation forms Merged

If a donor puts in their address on nxt donation the system auto updates. A lot of times it's not in the correct format or all caps - we should be able to approve the address change before it's allowed to go through.

    This is coming later this quarter as part of our "Donor review tool" rollout. Keep an eye out on the What's New and community for more information. I am going to merge this idea to others on this subject.
