Increase matching fields in Duplicate Management Tool

Currently, the Duplicate Management Tool seems to match constituent records based on any similar first or last name. For this tool to be effective, it really needs to be able to increase and prioritise the matching criteria as it's impossible to check through thousands and thousands of individual records.

An example could be, match based on;
Priority 1 - first name + last name
Priority 2 - first name + last name + email address
Priority 3 - last name + email address
Priority 4 - last name + phone number

    We need to also add the following into the higher priorities :

    first name + last name + dob

    first name + last name + middle name

    first name + last name + middle name + dob

    If we're getting rid of database view, then we need the NXT duplicate management tool to have better criteria. Currently the Duplicate Management tool in Database view finds duplicates where the name and phone match, but address or email do not. These matches never show up in NXT duplicate management tool.
