Make the relation & reciprocal relation fields mandatory in NXT

We have these fields as currently mandatory for relationships in database view, however there is not the ability to have this in NXT web view.

    All database view-configured field requirements should carry over to web view. Whatever an org has configured should apply in both views. Some orgs may not need to have relationship/reciprocal required, but other orgs do. It should be consistent.
