Allow RE Query to include NXT Attachments in Query of Media

Users need to know which records have Media (RE)/Attachments (NXT). Currently, is only possible to query and find all Media in RE. Any record with attachments in NXT only (not also in RE) does not pull into query results. This makes it nearly impossible to know what attachments are on Constituent records.

    We need to be able to query attachments in NXT webview, especially now with Database view eventually going away

    We need to be able to find donors with attachments! We want to ensure they are properly backed up. Why are we adding tags to attachments if we can't group them by those tags! Add the needed functionality, PLEASE!
