Allow Admins to See and Terminate All Users Citrix Sessions (for Azure)

Before moving to Azure, as and Admin I was able to see all citrix sessions and terminate them. Now that my organization is in Azure, I can no longer do this. Please make this available to Admins of an organization.

      Not sure how other admins are able to manage without this basic functionality. A whole database mirgation can be held up for 12h because a single user has gone for the day and not bothered signing out of RE or because of poorly terminated sessions (which happens regularly)
