OLX type event form to allow registration on participant record Merged

...not just full constituent records, for free events. EG, you've invited a bunch of people to a free event who don't really need to be a full constituent on RE, but you can't use the OLX event form, because their response can only be matched to a full constituent.  You have to make them all constituents, just to record their one time response to a one off event!
