Make PROPOSAL NOTES (database view) visible for OPPORTUNITIES in webview

Proposal Notes seem the best place to record overall proposal strategy and other material too general to put in action notes.

    There is an Opportunity Summary note! It's not quite as robust as multiple Proposal Notes, but it's something, and my team often only include 1 proposal note (if any), so we may switch to using it for tracking delays or changes to the strategy or whatever doesn't fit into an action.

    What's the use of Proposal Notes if you can't access them?  Please make this a priority.
