When add appeal, add pdf of appeal to the appeal description

It would be wonderful if we could add a pdf of the appeal to each appeal when we add it to the database. Then, in NXT, when looking at a constituent record, we could see which appeals the person received, and actually view a pdf of the appeal.

    Attachments Tile on Appeal Records.  In RE7, I did this very thing (pdf of the Appeal saved in RE) by placing it on a dummy Constituent Record.  Not ideal, but better than not having it in RE at all.
