Add delete blank phones functionality to web view

Blank phone numbers cause problems when trying to select donors with a specific phone type with a query. The Plugin in database view that cleans these up is great and I use it frequently. Please add this functionality to web view.

    It would also be good to port over its ability to delete specific phone types, perhaps as part of Global Delete. Our alumni's University email addresses expire 1 year after graduation and are currently deleted on a rolling basis using that plugin.
