Allow the restriction of Journal Codes that are available for positing in Raiser's Edge
FE users (financial people) are different from RE users (fundraisers)
They don't pay attention to the same details and we spend a lot of time on the FE side fixing journal entries when the person who posts from RE uses the wrong code.
At least, a default journal code would be extremely helpful
