When a constituent is marked as deceased in our organisation, we tick the inactive box while also creating a tribute for gifts received in their memory. In webview batch, when we receive gifts in their memory, we are unable to tribute those gifts to them as it doesn't find inactive records.

This is the vast majority of our tributing so we really need to be able to see all records on RE, not just those that are technically active.
