Remove all references to backing up in KnowledgeBase

Make constituent an AP vendor
Right now the only way to add a constituent in RE to FE to be able to pay them is through the database view. It would be nice to be able to do this through NXT.0

System ID - increase maximum characters
We import data from another system and would like both systems to have the same system ID for ease of import and export and to prevent duplicates. However System ID only allows a maximum of 20 characters, please increase this to 40.0
